Steve Rosenblatt, founder of Spectrum Enterprises and Spectrum Seminars, began his career in Affordable Housing in 1978. He has had the opportunity to help develop and manage thousands of units of affordable housing in his home state of Maine and has consulted on thousands more across the US and its territories. Steve has been offering trainings for USDA since 1986, Tax Credits since 1987 and Fair Housing 504 (STAR) since 1989. During his over 30 year career in affordable housing, he has trained over 100,000 people, including developers, managers, accountants, investors and state and federal agency staff.

Andrew joined Spectrum in December 2003. He has been involved with Section 42 since 1987.  His affordable housing experience includes eight years working for a developer of LIHTC properties and six years working as a LIHTC consultant for CPA firms.  He is a graduate of the University of Maine.

Paul joined Spectrum in January 2014. His experience with Spectrum, however, started twenty-three years ago, when he worked with Spectrum staff to develop the End of Year Status Report, which used to collect and transmit LIHTC data for over 6,500 Tax Credit properties throughout the country to Spectrum for compliance monitoring and submission to HUD for statistical analysis. Paul maintains and develops Spectrum’s proprietary software and provides end user support and is developing applications for on-site inspections. Since 2009 Paul has been part of the NAHMA sponsored Low Income Housing Tax Credit XML Data Transfer Standard group of housing and industry representatives. Paul assumed the moderator role of the group in 2018.

Val joined Spectrum in May 2015. Her background includes a combination of tax, public accounting, and LIHTC accounting experiences, as she previously worked for a tax software company, local and national CPA firms, and a private developer in the LIHTC industry before joining Spectrum. In addition to performing the accounting for both Spectrum Enterprises and Spectrum Seminars, she administers the company benefit plans. Val has a Bachelor’s Degree in Accounting from Bryant College and a Masters in Taxation from Bentley College.

Dan joined Spectrum Enterprises in March 2016. Dan balances several roles in the company between being the first contact point for new private consulting clients, daily operations of file receipts from existing clients, maintaining employees’ workstations, and ensuring that all webinars have no technological issues. Dan has years of experience serving low-income populations using a compassionate individualized approach to meet client needs. Dan has a Bachelor’s degree from the University of Southern Maine.

Ed joined Spectrum in February 1999. Ed has extensive training and practical knowledge of inspection protocols and LIHTC requirements. He has performed tenant file reviews and physical inspections in Massachusetts, Maine, New Hampshire, Connecticut, Maryland, West Virginia, Wyoming, California, Nebraska, Texas, New Mexico, Hawaii and American Samoa. Mr. Clark graduated from Ithaca College in 1990 with a degree in speech communication. He is happily married to his wife of 25 years, has two children, and feeds the dog and both cats every morning.

Carolyn re-joined Spectrum in November 2015 after previously working here in 2002. She has worked in the housing industry since 1992. Her experience ranges from site management, compliance, regional manager and asset management. She owned a consulting business from 2007 to 2015 working for private management companies with compliance and assisted Spectrum with California and West Virginia state monitoring. She also has LIHTC, HUD and RD experience.

Lesley joined Spectrum in July 2018. Lesley started with Spectrum as the Administrative Assistant, then received training as a Compliance Analyst and now works as part of our Operations team, where she acts as a liaison between clients, analysts, and management staff.
